This study aims to find out the understanding of the wedding officiant at the KUA Pondok Gede District in interpreting the trem "haalan" towards the provision of transferred dowry money, understand the views of the head of the KUA Pondok Gede District on the provision of transferred dowry money before the marriage contract, and understand the law of payment of dowry money through transfers at the KUA Pondok Gede District which is paid before the marriage contract according to Islamic law.
This research uses qualitative research and an empirical legal approach by obtaining data from field research in the form of direct interviews with the head of the KUA Pondok Gede District and library research in the form of fiqh books, books, journals and literature related to the title of this thesis.
The results showed that the wedding officiant at the KUA Pondok Gede District interpreted the trem "halaan" as cash. When viewed from the context of giving a transfer dowry, the wedding officiant of the KUA Pondok Gede District agrees that the transferred money dowry is considered cash or haalan. The wedding officiant of the KUA Pondok Gede District also believes that dowry money transferred before the marriage contract is permissible by fulfilling the conditions, namely at the time of the marriage contract presenting the money that has been transferred to the bride's account or presenting proof of transfer of money transfer and the money that has been received must not be used first. Islamic law views that the practice of giving dowry in the form of money transferred before the marriage contract at the KUA Pondok Gede District is valid, because in accordance with the times cash is no longer defined as physical (direct), but can be handed over digitally and the delivery of dowry before the marriage contract has been done since the time of the Prophet, so this practice is considered cash and does not conflict with Islamic law.
