This thesis describes the monitoring and warning mechanisms of cyber patrols on social media and their resistance to privacy rights. The purpose of this study is to analyze how cyber surveillance is used by the Indonesian state as a system/device for prevention against various threats to cyber crime. And the public implications of the existence of cyber patrols are examined, especially regarding privacy of personal data as part of human rights which is a principle that is upheld in the Indonesian democratic state. To get comprehensive results, this thesis uses a qualitative approach with the library research method, where data is collected through literature and document studies.
The results of the research and discussion in this study are in accordance with the problems that are the focus of the research so that the following things are found: First, cyber surveillance on social media makes users reluctant to convey arguments, especially related to government agencies, and warnings made by the cyber Patrol team through messages or in the form of Direct Messages (DM) for the removal of content, part of actions that are unpleasant and can interfere with the privacy rights of someone who has not been proven to have committed a crime, where concerns about privacy and civil liberties are defeated by concerns about security. Second, regulations related to cyber patrol monitoring and warning mechanisms are not explained explicitly in the Electronic Information and Transaction Law (UU ITE), relating to the protection of privacy rights and personal data. Among them, the Personal Data Protection Act (UU PDP) was created as a manifestation of human rights to defend our rights as people and citizens to protect personal data and personal privacy.
